If you don't legitimately believe that you can make this game live up to those two statements, then stop wasting your time. If you don't think you're capable of living up to that, then stop everything you're doing right now and quit. It's like a front row seat to the best show in the world, and 2 it's long periods of boredom broken up by spurts of terror. There's two sayings in law enforcement that are as old as time. Who is your intended audience? Is it little kids who want to be a cop in the Caillou Universe? Or is it people who are genuinely interested in law enforcement, because if that's the case then you have a unique opportunity to prepare them for some of the things that they might face once they take that leap in a dangerous and potentially life-threatening career You're getting the complaints that you're getting now about the boringness and the uselessness of having a pistol because you catered to children. So in no way shape or form should this game have been rated for people as young as 13. People get hurt, people get shot, people get stabbed, people use drugs and threaten to kill themselves. Truth of the matter is guys, cops don't just write tickets and deal with compliant people all day, they're not always just showing up after things have happened where everybody ends up being okay after the ambulance is called. The things that officers experience in real life scar grown men and women for years afterwards, I'm not asking you to traumatize your player base, but be realistic about the nature of this job and your intended audience Subject matter involving policing is not fit for people who are 13. As much as I understand concerns about raising the rating in regards to introducing violent scenarios into the game, if your goal is realistic policing, then you're going to fail if you refuse to budge.
